Coordinator of State and Federal Programs
Work Year: 12 Month Position
Salary Range: $70,028 (BA-Step 1) - $76,993 (PHD-Step 3)
Reports to: Assistant Superintendent of Curriculum & Instruction
Job goal:
The State and Federal Programs Coordinator Is responsible for general administration of all activities listed under Duties and Responsibilities. Provides a variety of professional, technical, and analytical services involving data collection, analysis, and reporting; database development and management; local state mandated testing; large scale assessment; providing support at the school and district level for the school improvement process.
Qualifications:
- Experience in competitive and non-competitive grant management, preferably with MEGS + grant sytem – preferred.
- Experience with Title I, Title II, Title III, Title IV, Section 31a, Section 41a, and GSRP.
- Experience in budgeting and monitoring.
- Ability to create database, spreadsheet, and internet browser applications.
- Ability to work well with others.
- Ability to communicate and analyze technical information to others.
- Ability to set, manage, and coordinate multiple priorities.
- Ability to analyze instructions and data to support effective decision making.
- Willingness to further education and skills through on-going professional development
- Excellent record keeping management/organizational skills required.
- Ability to communicate effectively with diverse groups including top level administrators, Board members, and community agencies.
- Ability to prepare comprehensive, concise, accurate written communication and reports.
- Deliver oral presentations; coordinate a variety of projects simultaneously.
- Set up and maintain database files and retrieve data to prepare reports.
- Utilize a variety of analytical techniques to present/evaluate data.
- Five (5) years of successful public teaching preferred.
Duties and Responsibilities:
- Seek out, prepare and submit budgets in both categorical and competive grant areas, including but not limited to, Title I, Title II, Title III, Title IV, Section 31a, Section 41 and GSRP.
- Communicate with local, county, state and federal persons/organizations.
- Evaluate programs as applicable under each grant.
- Coordinate programs with Central Office, Directors, Principals, Special Education, Parent Groups, and county and state organizations as applicable.
- Supervise grant funded personnel.
- Supervise overall testing for the district including Standarized Testing.
- Responsible for the management of all Title grant purchase and inventory.
- Coordinate and collaborate with the district CFO regarding all grant funding.
- Participate and/or facilitate meetings throughout the district.
- District Liaison for private schools’ grant funding.
- Interprets data and makes recommendations to staff for improvement.
- Prepares and presents research and statistical reports
- Assists in the evaluation of programs and assesses effectiveness through data analysis and review.
- Monitors progress and develops reports assessing trends and patterns.
- Write/review/submit all state/federal grant applications (T1-4;31A)
- Title I – Funding for School-wide Title I Schools
- Title II – Supporting Effective Instruction Funding
- Title IV – Student Support & Academic Enrichment
- Title III LEP – Language Instruction to English Learners.
- Title III IMM – Language instruction for Immigrant Students.
- Evaluate all state and/or federally funded projects operating in the district.
- Preparation of Consolidated Application and associated documents.
- Preparation of Title I Comparability Report
- Submission of district documents in ASSIST – District Improvement Plan, Program Evaluation Tool.
- Preparation of Allocations/Expenditures of grant funds to buildings.
- Assistant building administrators in maintaining full compliance with state and federal guidelines for services.
- Maintain and monitor logs of services provided by grant funded staff
- Compliance-External Review/Reports/Data/Forms/Deadlines necessary to fulfil the requirements of all required applications and submissions.
- Perform all duties required by MDE in achieving and maintaining full compliance on all state and/or federal grants.
- Other duties as assigned.
